Manajemen Perubahan Organisasi Publik: Mengatasi Resistensi Perubahan

Abstract

Penelitian ini bertujuan menganalisis strategi efektif dalam mengatasi resistensi terhadap perubahan organisasi publik melalui systematic literature review. Menggunakan pendekatan postpositivis, penelitian mengkaji 50 artikel ilmiah dari database Scopus dan Web of Science (2000-2024) dengan fokus pada manajemen perubahan organisasi publik. Hasil analisis mengidentifikasi lima faktor kunci keberhasilan manajemen perubahan: (1) kepemimpinan transformasional, (2) kesiapan organisasi, (3) komunikasi efektif, (4) keterlibatan stakeholder, dan (5) pendekatan perubahan bertahap. Temuan menunjukkan bahwa integrasi kelima faktor tersebut dapat meminimalkan resistensi dan meningkatkan keberhasilan implementasi perubahan. Penelitian ini berkontribusi pada pengembangan model manajemen perubahan yang adaptif untuk organisasi publik dan memberikan panduan praktis bagi para pemimpin dalam mengelola resistensi perubahan.
