Potencialidade e efetividade das relações comerciais entre o Nordeste do Brasil e o Mercosul

Abstract

Este trabalho tem o objetivo de investigar a evolução do comércio bilateral entre o Nordeste brasileiro e o Mercosul. Para tal, analisa quais setores industriais são mais importantes na relação entre o Nordeste e o Mercosul, a partir do Coeficiente de Especialização (CS), e investiga em quais segmentos o Nordeste possui vantagem comparativa, através do Índice de Vantagem Comparativa Revelada de Vollrath (VCRv). Em seguida, calcula os Índices de Complementaridade (IC) e Efetividade (EC) derivados dos indicadores de vantagens comparativas propostos por Balassa (1961), com o intuito de verificar a existência de setores industriais que tenham potencial de comércio com o Mercosul e aqueles em que tal potencial não é concretizado. Dentre os principais resultados, verifica que apenas oito produtos representam cerca de 90% da pauta de importações nordestinas, em 2010, oriundas do Mercosul, e que os principais setores exportadores do Nordeste apresentam-se na situação de subaproveitados, o que revela uma lacuna no comércio entre as duas regiões.
