Construção de indicadores de pobreza: aplicação do índice de pobreza humana municipal no estado de Sergipe

Abstract

O objetivo deste trabalho é propor a criação de um Índice de Pobreza Humana aplicável aos municípios brasileiros (IPH-M). Em comparação com o Índice de Desenvolvimento Humano Municipal (IDH-M), o IPH-M utiliza uma série de adaptações de forma a usar a base de dados disponível para os municípios brasileiros. A aplicação do IPH-M foi feita a partir da base de dados dos 75 municípios sergipanos, agregados em 13 microrregiões. Os resultados mostram que a classificação dos municípios pelo IPH-M segue, em linhas gerais, a observada pelo IDH-M, mas há diferenças não desprezíveis na ordenação, o que pode ser essencial para execução e ênfase geográfica das políticas públicas voltadas a programas sociais.
