Abstract

El nearshoring se ha consolidado como una de las dinámicas económicas más relevantes para México en la reconfiguración contemporánea de las cadenas globales de valor, particularmente en el marco del Tratado entre México, Estados Unidos y Canadá (T-MEC). No obstante, comprenderlo únicamente como un proceso de relocalización industrial resulta insuficiente para explicar la magnitud y complejidad de sus impactos territoriales, institucionales y sociales, especialmente en la frontera México–Estados Unidos. Este artículo analiza el nearshoring desde una perspectiva de paradiplomacia (entendida como la acción internacional de los gobiernos subnacionales), considerándolo un catalizador de transformación regional que puede fortalecer la competitividad, pero también profundizar asimetrías si no se articula mediante esquemas efectivos de gobernanza multinivel. A partir de una revisión documental y del análisis de indicadores económicos, logísticos e institucionales, se propone un marco de evaluación que integra tres dimensiones: impacto económico, competitividad estructural y capacidad paradiplomática. Los resultados sugieren que el éxito del nearshoring en la región fronteriza depende del fortalecimiento de capacidades institucionales subnacionales, de la coordinación intergubernamental y de la cooperación transfronteriza orientada al desarrollo territorial sostenible.
