El derecho a la vivienda en el sector rural del Ecuador desafíos estructurales para la equidad territorial

Abstract

En el sector rural del Ecuador, el derecho a una vivienda digna enfrenta múltiples desafíos estructurales que profundizan la desigualdad territorial. Aunque la Constitución de la República del Ecuador reconoce este derecho y existen marcos legales como el COOTAD y la Ley de Vivienda de Interés Social, su cumplimiento sigue siendo limitado. La falta de acceso a servicios básicos como agua potable, saneamiento y electricidad afecta directamente a más del 50% de la población rural, donde además el 71,2% vive en pobreza multidimensional (INEC, 2025). La vivienda en el entorno rural no solo cumple una función habitacional, sino que es el centro de la vida productiva, social y cultural de las familias. Sin embargo, muchas viviendas están construidas con materiales precarios, ubicadas en zonas de riesgo y carecen de condiciones mínimas de habitabilidad. Esta situación evidencia la necesidad de una planificación territorial más equitativa y de políticas públicas que respondan a las particularidades socioculturales del campo. El Plan Nacional de Desarrollo 2024–2025 plantea lineamientos para reducir el déficit habitacional y mejorar la calidad de vida rural, pero su implementación ha sido desigual. Se requiere una visión integral del hábitat que articule infraestructura, acceso a servicios, participación comunitaria y respeto por las formas de vida locales. Garantizar una vivienda adecuada en el área rural no solo es una obligación legal, sino una estrategia clave para superar la pobreza estructural, fomentar la cohesión social y avanzar hacia una equidad territorial real y sostenible.
