Abstract

The attendance allowance scheme for families with sick children was expanded in 2017. The purpose was to improve the scheme by including new groups of children and young people who had not previously been covered, and in this way make the scheme more effective. In this article, we take a closer look at whether the extension of the attendance allowance scheme has had the expected consequences. Working caregivers for children and young people under the age of 18, who are so sick that they are in need of continuous care, are covered by the scheme. As the legislative changes resulted in a sharp expansion of the circle of persons covered by the scheme, far more people than before now receive the benefit. From 2016 to 2022, both the number of caregivers and the number of children covered by the scheme have more than doubled. In 2022, 18,100 caregivers received attendance allowances for the care of 14,000 children, representing 1.3 per cent of all children in the age group. The reform has led to an increased use of attendance allowances among children in all age groups. The youngest age group is still the largest, but it now constitutes a lower share than previously. While close to 45 per cent of the children were between 0 to 1 year old in 2016, the proportion has decreased to 26 per cent in 2022. The age group 10–14 years has increased from 13 per cent in 2016 to 23 per cent in 2022, while the age group 15–17 years in the same period has increased from 9 to 16 per cent. The strong growth among older children has contributed to the fact that mental and behavioral disorders now are the most common diagnostic group. There are large gender differences in the withdrawal of attendance allowances, and the differences have increased. While women consumed on average 10–12 per cent more care days than men before the reform, they consumed 32 per cent more days in 2022.

Pleiepengeordningen for syke barn ble utvidet i 2017. Hensikten var å forbedre ordningen ved å inkludere nye grupper av barn og unge som tidligere ikke hadde vært omfattet, og på denne måten gjøre pleiepengeordningen mer treffsikker. I denne artikkelen ser vi nærmere på om utvidelsen av ordningen har hatt de forventede konsekvensene. Yrkesaktive omsorgspersoner for barn og unge under 18 år som er så syke at de trenger kontinuerlig pleie og omsorg, er omfattet av ordningen. Ettersom regelendringene medførte en kraftig utvidelse av personkretsen som var omfattet av ordningen, mottar nå langt flere enn tidligere ytelsen. Fra 2016 til 2022 har både antall omsorgspersoner og antall barn omfattet av ordningen blitt mer enn doblet. I 2022 mottok 18 100 omsorgspersoner pleiepenger for pleie og omsorg av 14 000 barn, som utgjør 1,3 prosent av alle barn i aldersgruppen. Reformen har medført økt bruk av pleiepenger blant barn i alle aldersgrupper. Den yngste aldersgruppen er fortsatt størst, men den utgjør nå en lavere andel enn tidligere. Mens nær 45 prosent av barna var mellom 0–1 år i 2016, er andelen redusert til 26 prosent i 2022. Aldersgruppen 10–14 år har økt fra å utgjøre 13 prosent i 2016 til 23 prosent i 2022, mens aldersgruppen 15–17 år i samme periode har økt fra 9 til 16 prosent. Den sterke veksten blant de eldre barna har bidratt til at psykiske lidelser og adferdsforstyrrelser nå er blitt den vanligste diagnosegruppen. Det er store kjønnsforskjeller i uttak av pleiepenger, og forskjellene har økt. Mens kvinner i gjennomsnitt forbrukte 10–12 prosent flere pleiepengedager enn menn før reformen, forbrukte de i 2022 i alt 32 prosent flere pleiepengedager.
