This paper is the outward manifestation of an interest desire that has been insistently tugging and prodding in the back of my mind ever since I first became. And my new part of public health work. Everyone I knew seemed so intent and busy with maternal and infant hygiene programs or school health work that there seemed to be very little done for the child in between. Just what happens to these in between children? What were the policies of the past in regard to this group? Has or is something being done to develop a part in public health work which has their interest in welfare at heart? These are some of the questions I set out to find answers for when I began this paper.
