Le manque d'engagement des gouvernants à respecter les lignes directrices stratégiques pour parvenir au développement commun, ainsi que les problèmes environnementaux, les inégalités, la récession économique et les actions bureaucratiques affectent et limitent les progrès dans l'aménagement du territoire ; au niveau mondial, des réglementations ont été édictées et divers plans approuvés, mais ils ne sont pas suffisants pour réaliser la planification attendue en ce qui concerne le territoire ; la décentralisation n'a pas favorisé le niveau latino-américain, on espérait atteindre l'administration du territoire, face à cela, il est nécessaire de mettre en place des mécanismes qui renforcent une planification territoriale solide pour construire des villes durables.

La falta de compromiso de los gobernantes en cumplir los lineamientos estratégicos para alcanzar el desarrollo común, sumado los problemas ambientales, la desigualdad, la recesión económica y las acciones burocráticas afectan y limitan los avances en el ordenamiento territorial; a nivel mundial se han dictado normativas y aprobado diversos planes pero no son suficientes, para lograr la planificación esperada en cuanto al territorio; la descentralización no ha favorecido en el ámbito latinoamericano, se esperó alcanzar la administración del territorio, ante ello existe la gran necesidad de plantear mecanismos que fortalezcan una planificación territorial sólida para construir ciudades sostenibles.

The lack of commitment of the rulers to comply with the strategic guidelines to achieve common development, added to environmental problems, inequality, economic recession and bureaucratic actions affect and limit progress in territorial planning; at the global level, regulations have been issued and various plans approved but they are not sufficient, to achieve the expected planning in terms of the territory; decentralization has not favored in the Latin American area, it was hoped to achieve the administration of the territory, before this there is a great need to propose mechanisms that strengthen solid territorial planning to build sustainable cities.

إن عدم التزام الحكام بالامتثال للمبادئ التوجيهية الاستراتيجية لتحقيق التنمية المشتركة، إضافة إلى المشاكل البيئية وعدم المساواة والركود الاقتصادي والإجراءات البيروقراطية يؤثر على التقدم في التخطيط الإقليمي ويحد منه ؛ على المستوى العالمي، صدرت لوائح وتمت الموافقة على خطط مختلفة ولكنها ليست كافية، لتحقيق التخطيط المتوقع من حيث الإقليم ؛ لم تكن اللامركزية مفضلة في منطقة أمريكا اللاتينية، وكان من المأمول تحقيق إدارة الإقليم، قبل ذلك هناك حاجة كبيرة لاقتراح آليات تعزز التخطيط الإقليمي القوي لبناء مدن مستدامة.
