Brecha digital en España: análisis de las iniciativas estatales, autonómicas y locales para reducirla

Abstract

The development of digital technologies in society has brought a multitude of advantages, such as immediacy, communication or the quick search for information, but it has also provided some disadvantages. One of these is the digital divide, meaning a barrier due to inequality to use digital technologies in everyday life. For this reason, we start from the definition of the concept of digital gap and its classifications, either by its level (first, second or third gap), or by its recipients (age, studies, socioeconomic level, location and gender), and we have investigated various initiatives to reduce this inequality in the Spanish territory to subsequently compare the different territories according to their territorial level and verify which territories have the greatest number of initiatives to break the digital divide according to the various levels of the gap and the different recipients. For this purpose, a total of 124 state, regional and local programs carried out in Spain in 2022 and 2023 have been chosen, so to analyze these initiatives a quantitative methodology has been applied in which a observation grid of each of the initiatives. In this grid, a multitude of characteristics of each initiative are chosen, such as the duration of the courses, the levels of the digital divide, the recipients, and the modality, among others. The inequalities according to the territory mean a great change in inequality, causing places like Madrid to present initiatives for almost all recipients and other territories such as Cantabria do not have any for groups in digital vulnerability. El desarrollo de las tecnologías digital en la sociedad ha conllevado una multitud de ventajas, como por ejemplo la inmediatez, la comunicación o la búsqueda rápida de información, pero también han proporcionado algunas desventajas. Una de estas es la brecha digital, significando una barrera debido a la desigualdad para utilizar las tecnologías digitales en la vida cotidiana. Por esta razón, partimos de la definición del concepto brecha digital y sus clasificaciones, ya sea por su nivel (primera, segunda o tercera brecha), o por sus destinatarios (edad, estudios, nivel socioeconómico, ubicación y género), y se ha investigado diversas iniciativas para reducir esta desigualdad en el territorio español para posteriormente comparar los diferentes territorios según su nivel territorio y comprobar que territorios tienen mayor cantidad de iniciativas para romper la brecha digital según los diversos niveles de brecha y los diferentes destinatarios. Para ello se han elegido en total 124 programas de carácter estatal, autonómico y local llevados a cabo en España en 2022 y 2023, por lo que para analizar estas iniciativas se ha aplicado una metodología cuantitativa en la que se ha utilizado como instrumento de evaluación una rejilla de observación de cada una de las iniciativas. En dicha rejilla se escogen multitud de características de cada iniciativa, como son la duración de los cursos, los niveles de brecha digital, los destinatarios, y la modalidad entre otros. Las desigualdades según el territorio significan un gran cambio en la desigualdad, haciendo que lugares como Madrid presenten iniciativas para casi todos los destinatarios y otros territorios como Cantabria no posean ninguna para los grupos en vulnerabilidad digital.
