Libertades para garantizar el derecho al sufragio: generalidades en países iberoamericanos

Abstract

El derecho al sufragio se encuentra relacionado con la toma de decisiones en cuerpos u organizaciones colegiadas, pero cuando reviste un carácter político concierne principalmente a la participación ciudadana en la toma de decisiones dentro de las sociedades democráticas, especialmente en países iberoamericanos, en las cuales se precisa contar con libertades individuales y colectivas que permitan esa participación. Empleando una metodología con enfoque cualitativo se revisan exhaustivamente los conceptos de derecho al sufragio, de libertades y derechos políticos, de los posibles riesgos que pueden vulnerar la participación ciudadana en los procesos sufragistas, incorporando el estado del arte con la introducción de los desarrollos tecnológicos, especialmente la inteligencia artificial. Una vez realizado el análisis se arriba a la conclusión que permite afirmar que existe una relación directa entre el derecho al sufragio y las libertades políticas de los ciudadanos, por lo que éstas son indispensables para la garantía del correcto ejercicio de la participación en todas las actividades político-electorales, y que en definitiva son las que permiten el control y legitimidad del propio Estado.
