Gobernanza territorial en la gestión del desarrollo a escala local

Abstract

En América Latina, la gestión del desarrollo local ha estado marcada por modelos centralizados, excluyentes y poco sostenibles. México, en particular, enfrenta desafíos estructurales como la desigualdad territorial, la debilidad institucional y la falta de participación efectiva de las comunidades. Este artículo reflexiona críticamente sobre la gobernanza territorial como alternativa transformadora, examinando sus fundamentos teóricos y expresiones prácticas. El objetivo es analizar los alcances y límites de la gobernanza territorial en el contexto mexicano para proponer estrategias viables que fortalezcan el desarrollo desde lo local, con la finalidad que los actores puedan incidir en el diseño y ejecución de políticas públicas. Se emplea una metodología cualitativa que combina revisión documental, análisis de estudios de caso y sistematización de experiencias comunitarias relevantes. Los resultados muestran que, si bien existen esfuerzos por institucionalizar la participación y la planificación territorial en México, persisten tensiones entre la teoría y la práctica. Se concluye que, una gobernanza efectiva requiere reconfigurar el poder territorial desde abajo, reconociendo las formas locales de organización y promoviendo alianzas horizontales y sostenibles.
