Gobierno dividido y cooperación política subnacional: Análisis de las relaciones Ejecutivo-Legislativo en Yucatán y Oaxaca (2018-2021)

Abstract

Este artículo analiza las relaciones entre el poder Ejecutivo y el Legislativo en los estados de Yucatán y Oaxaca, enfocándose en cómo, a pesar de encontrarse en un contexto de gobierno dividido, enfocándose en cómo, a pesar de encontrarse en un contexto de gobierno dividido, ambos presentan relaciones de cooperación. El gobierno dividido, un fenómeno político en el que el partido del Ejecutivo es distinto al que controla la mayoría en el Congreso, suele generar tensiones, pero en estos casos, la cooperación prevalece. Se emplea un enfoque cualitativo y se recurre a entrevistas semiestructuradas con diputados de los congresos locales para entender estas dinámicas. El estudio concluye que las relaciones armónicas entre ambos poderes en Yucatán y Oaxaca se deben a varios factores, como la experiencia política de los actores involucrados, las posiciones clave en el Congreso que sirven a los intereses del gobernador, la relación con el Ejecutivo federal y la ausencia de limitaciones ideológicas que impidan la cooperación política.
