Abstract

Em Portugal, a perequação financeira sofreu em ter- mos normativos diversos ajustamentos nos últimos 30 anos no sentido de corrigir as assimetrias regionais. Assente em critérios de distribuição que visam assegurar um mínimo de recursos financeiros igualmente a todos os municípios, a função redistributiva de recursos públicos entre o Esta- do Central e os municípios tem sido objecto de alterações continuadas, nem sempre alcançando os seus objectivos. Neste artigo apresentamos uma abordagem às principais alterações do sistema perequitativo, relacionando a aplica- ção dos respectivos indicadores e critérios com os resulta- dos obtidos em termos de finanças locais, na procura de elementos capazes de responder a preocupações de auto-sustentabilidade das políticas locais e de coesão territorial.
