Le "chômage BIT" : comparaison facile, comparaison fragile ?

Abstract

Chaque pays dispose d’une mesure administrative du chômage, inscrite dans des conventions nationales de rapport à l’emploi. Toutefois, la définition du chômage donnée par le Bureau International du Travail constitue la base statistique consensuelle de comparaison internationale. Ces deux calculs offrent des représentations très éloignées. Mais loin de constituer un référentiel univoque et identique, le chômage BIT dépend lui aussi de conventions de mesure. Il est réapproprié par les statisticiens nationaux et produit donc des résultats parfois difficilement comparables. En effet, le périmètre social retenu pour l’investigation (espace ou critère d’éligibilité aux enquêtes) ainsi que la déclinaison nationale des obligations faites aux chômeurs demeurent hétérogènes, alors que le chômage au sens du BIT constitue la base de données courante, voire hégémonique, pour les pratiques de comparaison ou de benchmarking. Le caractère sociopolitique de la statistique BIT et sa flexibilité sont donc restitués. (1er paragraphe)
