Abstract

La complejidad de las amenazas contra la seguridad y la defensa de los Estados merece el empleo del poder militar de manera resuelta, gradual, flexible y de amplio alcance que permita controlar el escalamiento del conflicto, manteniendo su alto potencial coercitivo. En ese sentido, las capacidades no cinéticas, más allá de contribuir con el desarrollo de las operaciones militares convencionales, aportan una amplia gama de opciones de aplicación del poder militar por debajo del umbral del conflicto armado, ya que brinda flexibilidad y mayor alcance al diseño y ejecución de una respuesta militar.
