Mecanismos del control gubernamental en la gestión pública en Perú

Abstract

El objetivo de esta investigación fue analizar los mecanismos de control gubernamental implementados en la gestión pública para prevenir actos de corrupción. Se utilizó un enfoque cualitativo basado en una revisión de literatura descriptiva y explicativa, seleccionando 23 artículos relevantes. De estos, nueve se centraron en el control interno, cinco en el control concurrente y nueve en el control externo y social. Los resultados evidenciaron que el control interno, a través de auditorías y controles financieros, es efectivo para detectar y mitigar irregularidades, fortaleciendo la prevención de la corrupción en las entidades públicas. Por otro lado, el control concurrente, al supervisar actividades en tiempo real, reduce riesgos en proyectos públicos y promueve la eficiencia administrativa, limitando así las oportunidades de corrupción. Finalmente, el control externo y social, involucra la participación ciudadana y la fiscalización de entidades especializadas, fomenta la transparencia, reduce las prácticas corruptas, y refuerza la confianza pública en las instituciones gubernamentales. En conclusión, los mecanismos de control gubernamental son fundamentales en la gestión pública peruana, actuando como barreras preventivas y correctivas contra la corrupción; cuando se integran y aplican de manera efectiva, mejoran la eficiencia administrativa y contribuyen a restaurar y fortalecer la confianza de la población en sus instituciones.
