Friluftsliv handler for mange om å nyte naturen i fri utfoldelse. I denne boka ser vi på friluftsfolk som besøkende i naturen. Friluftslivet gir oss stor frihet, men samtidig krever det at vi oppfører oss og tar hensyn. Vi nordmenn liker å tro at vi vet hvordan vi skal ferdes i naturen, og at vi har rett til å gjøre det. Det har vi, men hva som er riktig oppførsel, kan være en annen sak. Når for mange utøver friluftsliv samtidig på samme sted, må aktivitetene styres og forvaltes, noe som er et hovedtema i boken. Forvaltning handler om å styre folks frihet, men på en måte som gir gode opplevelser. I boken viser vi hvordan friluftslivet i Norge har utviklet seg, hvorfor aktivitetene må styres, og hvordan dette skjer gjennom besøksforvaltning.
