Dictadura militar en Argentina: la utilización de sondeos y encuestas de opinión como parte de la estrategia comunicacional del Gobierno del general Viola (1981)

Abstract

El general Viola asumió un gobierno jaqueado por la crisis económica y social, e implementó un sondeo diario de las actitudes y juicios de la población para medir el ánimo de la opinión pública y obtener información puntual. Esta fue utilizada como materia prima de estrategias comunicacionales y de propaganda, para lograr el apoyo de la población al gobierno y renovar el consenso. Del análisis de los “informes de situación psicosocial” elaborados por la SIP a partir de dichos sondeos y encuestas, identificamos dos estrategias nodales de la política de “cambio” emprendida por el gobierno de Viola en el marco de una transición que finalmente resultó frustrada: por un lado, la modificación del rumbo económico y el laborioso cuidado de una “imagen” presidencial, materializada a través de sugerencias brindadas a Viola para la adopción de actitudes y gestos sondeados positivamente entre la población; y por el otro, el fin de la hegemonía militar y el aumento de la participación de civiles en el gobierno militar para evidenciar la intención gubernamental de apertura política y de “diálogo cívico-militar”.
