Construcción y acceso a la vivienda en México; 2000-2012

Abstract

La elevada construcción de viviendas unifamiliares en México –principal­mente horizontales–, entre 2000 y 2012, impulsó la actividad económica, pero el acceso a estas se mantuvo asociado con la capacidad de pago y con­diciones de seguridad social de los adquirientes. También se desarrollaron programas gubernamentales de mejoramiento de vivienda para familias urbanas y rurales de bajos ingresos relacionados con medidas de combate a la pobreza e impulso al desarrollo social. Ambas políticas se realizaron con la aportación de subsidios federales a empresas constructoras, institu­ciones hipotecarias, acreditados cubiertos por la seguridad social así como a población con bajos ingresos y sin seguridad social.El resultado muestra un reforzamiento de las condiciones heterogéneas del mercado inmobiliario y del acceso a la vivienda, así como característi­cas asociadas a una actividad económica contenida que fue impulsada por la construcción. La revisión de información y el análisis realizado en este artículo permiten afirmar que las políticas que en asuntos de vivienda se aplicaron, reconocieron las características de segmentación y se esforzaron en canalizar subsidios, pero privilegiaron el impulso a la actividad econó­mica y toleraron el desarrollo de unidades habitacionales sin considerar el desarrollo territorial ni la capacidad de prestación de servicios públicos y comunitarios.
