Fragmentación y volatilidad electoral en las elecciones presidenciales de 2018 en México: ¿hacia un sistema de partido predominante?

Abstract

Este artículo analiza los cambios en el sistema de partidos mexicano en las elecciones presidenciales y para el congreso de 2018 tomando indicadores de fragmentación partidista y la volatilidad electoral. El argumento central es que el sistema de partidos de la transición emanado de la elección de 1988, y que se institucionalizó como un sistema de pluralismo moderado, se ha desconfigurado para dar paso a un probable sistema de partido predominante dado el posicionamiento electoral del nuevo Partido Morena en las elecciones pasadas. Se discuten las tipologías de Sartori y de Mainwaing, Scully y Torcal de los sistemas de partidos y se utilizan los índices de fragmentación, número efectivo de partidos el índice Molinar y la volatilidad tomando los resultados de las últimas seis elecciones federales. La conclusión central es que a pesar de que ha aumentado el número de partidos que participan en elecciones, el número efectivo de partidos ha disminuido en tanto Morena es el partido mayoritario y el PAN se ha colocado como un lejano competidor en segundo lugar. EL PRI ha pasado a ser un partido minoritario y el PRD está al borde de su extinción. No obstante, el escenario del sistema de partido predominante solamente podrá confirmarse en elecciones futuras.
