
El propósito fundamental de este artículo es describir y analizar la reforma político-electoral aprobada y promulgada recientemente en México. En el texto se analizan las causas que impulsaron a los legisladores de las tres principales fuerzas políticas del país (PAN, PRI y PRD) a transformar el marco jurídico en la materia. Al mismo tiempo, señalamos y examinamos los que a nuestro juicio fueron los principales aspectos y dimensiones de esta reforma, sus aciertos y fallas, así como sus implicaciones para la vida política nacional y, muy especialmente, para la competencia electoral frente a los comicios de 2015 y 2018. De manera particular, nos detenemos en uno de los aspectos que consideramos cruciales en esta reforma, la creación del Instituto Nacional Electoral (INE), que viene a transformar de manera importante la dinámica del cambio político en el país en materia electoral. Por último, señalaremos los retos y perspectivas que enfrenta el INE de cara al futuro inmediato, así como a mediano y largo plazo. The purpose of this paper is to describe and analyze the political and electoral reform approved and enacted recently in Mexico. The paper discusses the causes that prompted legislators from the three main political forces in the country (PAN, PRI, and PRD) to transform the electoral legal framework. At the same time, I note and examine which in our view were the main aspects and dimensions of this reform, their successes and failures as well as its implications for national politics and, especially, for the electoral competition in 2015 and 2018. In particular, I stop at one of the aspects that I consider essential in this reform, the foundation of the National Electoral Institute (INE), which comes to significantly transform the dynamics of political change in the electoral system.
