
El objetivo de este trabajo es analizar el proceso de aprobación de la reforma política referente a las propuestas de cambio de instituciones, esfera pública y participación ciudadana en el periodo 2006-2012 en México, en particular sobre la intervención de actores que influyeron en la decisión de los poderes Ejecutivo-Legislativo, que obstruyeron las medidas para elevar la calidad de la democracia mexicana. Las propuestas de cambio y reforma política fueron motivo de negociaciones y transacciones entre los actores políticos (partidos políticos y actores institucionales), y tuvieron enmiendas, cortes y supresiones en las cámaras legislativas, que al final fueron insatisfactorias y de corto alcance en el incremento de derechos y libertades políticas. The aim of this paper is to analyze the approval process of political reform, regarding proposed changes to institutions, public sphere and participation in the 2006-2012 period in Mexico, in particular the involvement of actors that influenced the decision of the executive-legislature, which blocked the measures to improve the quality of Mexican democracy. The proposals for change and political reform were the subject of negotiations and transactions among political actors (political parties and institutional actors), and had amendments, cuts and deletions in the legislative chambers, which eventually were unsatisfactory and short-range increased rights and political freedoms.
