Trata das politicas de acesso aberto a informacao cientifica e das propostas de acao com enfase para as iniciativas governamentais em diferentes paises. Descreve as recomendacoes da Unesco e da IFLA. Identifica as principais iniciativas, acoes e recomendacoes internacionais. Finaliza evidenciando peculiaridades de areas e de formas de tratamento da questao nas politicas ja estabelecidas.
