La experiencia en la implementación de mecanismos de democracia directa en países de la región andina

Abstract

El objetivo central de este artículo consiste en explicar cuáles son las condiciones en las que una convocatoria a mecanismos de democracia directa, como el referéndum, propuesta por el presidente ha sido exitosa en los países de la región andina. A partir de la revisión panorámica de los referéndum presidenciales en Venezuela, Colombia, Bolivia y Ecuador, se aplica una metodología comparativa de las variables sociopolíticas para analizar las motivaciones y resultados de los referéndum en los casos estudiados. Al final del artículo, se concluye que entre los factores para determinar el éxito de un referéndum presidencial se encuentra: el piso institucional, el respaldo popular, el grado de polarización política, el contexto económico, contar con el apoyo de movimientos sociales o el periodo de mandato del presidente en cuestión.
