Participación social de mujeres en una villa de emergencia. Tensiones y apropiaciones situadas de la política social en Argentina

Abstract

Este artículo busca dar cuenta de las tensiones que, en la villa de emergencia La Escondida de la Ciudad Autónoma de Buenos Aires en Argentina, se ponen en juego entre los actores sociales locales que participan territorialmente y las lógicas institucionales aplicadas desde el Estado, a través de distintas organizaciones gubernamentales y no gubernamentales que se despliegan en el campo de la política social argentina. De esta forma, las instituciones estatales, gubernamentales y no gubernamentales establecen definiciones respecto de las formas de intervención social, personas beneficiarias y beneficios, las cuales se ponen en tensión en los espacios de organización comunitaria. Se focaliza en los comedores comunitarios donde se observa una amplia y extendida participación de mujeres, lo que se vincula a trayectorias biográficas específicas. Para esto se realizaron entrevistas semi-estructuradas a mujeres encargadas de comedores comunitarios, mujeres trabajadoras en esos espacios, e integrantes de instituciones gubernamentales como no gubernamentales presentes en villa La Escondida, con el fin de dilucidar las relaciones de intercambio y los recursos materiales y simbólicos que circulan, evidenciando las concepciones específicas respecto de las formas de participación, la pertenencia social en el marco del clientelismo
