Abstract

El presente artículo parte de la descripción del ambiente de control (modelo COSO), empleado por los Gobiernos locales de Cajamarca, Arequipa y Ayacucho como optimizador de la gestión de los proyectos de inversión pública. Mediante el paso previo, se busca sustentar la probabilidad de ocurrencia al implementar un ambiente de control para la ejecución de tales proyectos y, posteriormente, analizar fuentes del Ministerio de Economía y Finanzas (MEF) para calcular, mediante los criterios de la estadística descriptiva y el razonamiento lógico, la inferencia de la muestra en función de la población de estudio. Finalmente, se concluye que no existe una adecuada aplicación del ambiente de control en la ejecución de los proyectos de inversión pública.
