LA IMPORTANCIA DE LAS POLÍTICAS FISCALES CONTRACÍCLICAS: UNA REVISIÓN TEÓRICA

Abstract

Antes de la crisis financiera internacional, la atención se centraba en gran medida en la política monetaria, con la política fiscal considerada como secundaria. Sin embargo, la crisis financiera de 2008-09 y la reciente crisis de COVID-19 han destacado la importancia de tener sólidos fundamentos fiscales y la capacidad de implementar políticas fiscales contracíclicas en respuesta a choques adversos. Esta es una tarea desafiante en los países en desarrollo, donde la capacidad de endeudamiento es limitada y existen presiones para la consolidación fiscal. En esta dirección, es esencial examinar y comprender a fondo la importancia y el papel de la política fiscal en el manejo de los ciclos económicos. Pese a su gran relevancia, este es un tema que ha sido poco estudiado en la región, presentando una oportunidad significativa para debatir, construir sobre las teorías existentes, o incluso formular nuevas. El presente estudio intenta ampliar el alcance de la literatura actual a través de una revisión teórica del modelo de oferta agregada/demanda agregada (AS/AD) de Olivier Blanchard y la visión de la CEPAL, que representan la visión ortodoxa y heterodoxa de la relación entre la política fiscal y los ciclos económicos, respectivamente. La investigación resaltó la trascendencia de las políticas fiscales de estabilización para suavizar los ciclos económicos, al comparar ambas perspectivas. Es urgente robustecer los marcos fiscales y ampliar el espacio fiscal para futuras recesiones, especialmente en países emergentes y en desarrollo. La configuración institucional de la política fiscal contracíclica es esencial, y requiere un análisis más profundo en la región.
