Abstract

Se describe y propone un sistema electoral igualitario para el Congreso de los Diputados que, frente a todas las propuestas efectuadas hasta ahora,no necesitaría modificar la actual Constitución. La interpretación constitucional en la que se basa podría, además, extenderse a otras constitucionesdemocráticas.
