Abstract

A desk-based assessment of the historic environment baseline conditions at a site on land at J5 of the M65 motorway and a 1km buffer of the site boundary. Data was reviewed from the Lancashire HER and Historic England. Included a site walkover, and a review of historic mapping, aerial photographs and LiDAR. Also included an assessment of the likely effects of the proposed development on the known and potential heritage assets, with conclusions and recommendations to avoid, reduce or mitigate the effects. The Study Area was generally agricultural in nature until the 19th century when Blackburn expanded into this area, and small industrial sites exploited the natural resources of sandstone and coal available in the area. The M65 motorway was built during the 1980s and 1990s, with the section around junction 5 being completed in 1997. There are no expected impacts by the proposed development on any known or unknown heritage assets due to the construction of the current motorway and junction which is likely to have removed any potential archaeological remains, and therefore there is no recommendations for any further mitigation.
