In this article, the establishment of the State Duma in Russia, the representatives elected from the Turkestan region, their participation in the Duma, the Muslim faction, representatives of the local population, raising the problems of the country: land tenure, dry land, resettlement policy, etc. their results are discussed. The article made appropriate use of periodical press and archival documents related to the problem and presented new information on the issue to historiography.
