O PLANO DIRETOR E O DESENVOLVIMENTO SUSTENTÁVEL MUNICIPAL

Abstract

Este trabalho irá abordar o tema do desenvolvimento sustentável no contexto urbano e, para isso, fará a explanação baseada no Plano Diretor, componente do Estatuto da Cidade, além de demonstrar a responsabilidade dos municípios quanto à política ambiental local. Para isso, utilizou-se de pesquisa bibliográfica, revisão de literatura, por meio de obras literárias, legislações e materiais científicos em sítios da internet. O Plano Diretor é o principal instrumento para a política de desenvolvimento urbano, sendo a sua elaboração obrigatória para os entes municipais nos quais habitam mais de vinte mil pessoas. Para assegurar a sustentabilidade dos municípios faz-se necessário observar o meio ambiente em que se vive, garantindo assim um crescimento urbano e sustentável para as cidades de forma que preserve o equilíbrio ecológico e o habitat urbano sadio para as presentes e futuras gerações, levando à não degradação destes espaços. Assim, a qualidade de vida das populações clama a normatização e preceitos jurídicos favoráveis ao meio ambiente. Então, fica ao encargo dos municípios a responsabilidade de regulamentar as matérias de interesse regional e para complementar as normas estaduais e federais. A partir do Plano Diretor que surgem as diretrizes e dispositivos que regulam o desenvolvimento sustentável de cada cidade, tornando-se o seu instrumento o mais relevante. Os municípios têm peculiaridades geográficas, políticas e socieconômicas; por isso, o Plano de cada um deles tem de ser orientado conforme as realidades próprias, instituindo as principais diretrizes para organizar a política ambiental municipal, de maneira a atingir o desenvolvimento urbano sustentável.
