Abstract

RESUME : L’objectif de cet article est de déterminer comment la ville intelligente peut être un vecteur de développement durable pour les Villes marocaines. Avec ses nombreux outils technologiques et mécanismes, il sera intéressant de voir comment le tout pourra s’articuler afin de poursuivre la mise en œuvre du développement durable. La ville intelligente est souvent perçue comme le concept à opérationnaliser pour régler la plupart des problèmes, enjeux et défis urbains actuels. Cependant, ce concept qui a été promu par plusieurs entreprises privées du domaine de l’informatique reste également largement axé sur le marketing. Cet article démontre quel lien unit le concept de ville intelligente et le concept de développement durable. Plus précisément, il établit comment la ville intelligente peut être un vecteur de développement durable dans toutes les Villes du monde. La réalisation et la mise en œuvre optimale du concept de ville intelligente devrait prendre en compte les objectifs du développement durable ainsi que les enjeux territoriaux de ces villes. Finalement, le concept de ville intelligente n’est pas un prolongement du concept de développement durable, mais plutôt un outil pour la réalisation et la mise en œuvre d’une communauté axé sur la durabilité. Les facteurs de succès d’une telle démarche reposent notamment sur une gouvernance spécifique transparente et collaborative au sein de laquelle l’importance de la participation citoyenne est centrale. En effet, une ville intelligente est avant toute faite par et pour le citoyen. ABSTRACT : The objective of this article is to determine how the smart city can be a vector of sustainable development for Moroccan cities. With its many technological tools and mechanisms, it will be interesting to see how everything can be articulated in order to continue the implementation of sustainable development. The smart city is often seen as the concept to be operationalized to solve most of today's urban problems, issues and challenges. However, this concept, which has been promoted by several private companies in the field of IT, also remains largely focused on marketing. This article demonstrates the link between the concept of smart city and the concept of sustainable development. More specifically, it establishes how the smart city can be a vector of sustainable development in all cities of the world. The realization and optimal implementation of the smart city concept should take into account the objectives of sustainable development as well as the territorial challenges of these cities. Finally, the concept of smart city is not an extension of the concept of sustainable development, but rather a tool for the realization and implementation of a community focused on sustainability. The success factors of such an approach are based in particular on a transparent and collaborative specific governance in which the importance of citizen participation is central. Indeed, a smart city is first and foremost made by and for the citizen.
