
EFT-Z13 defines the legislation and audit standards for Energy Filament Theory (EFT). It introduces no new mechanisms and contains no dataset-specific fits; instead, it specifies a falsifiability test matrix (T1–T13), refutation criteria, fair fitting rules (same data/likelihood, symmetric priors, complexity penalties, robustness checks), and audit guardrails such as Critical Step Hash and explicit null semantics. Z13 is designed to connect the mechanism modules (Z00–Z12) with the methodology layer (A4 and the A5–A21 protocol library) so that publication-level empirical reports can be executed and reviewed under frozen, versioned conventions.
