This patch locks the audit surface for the CDIP v1.1 Spectral Rigidity (SR) program at the pre-terminal stage: (i) a normative mollifier specification (SR-M0), (ii) a constant/dependency ledger (SR-M-LEDGER), (iii) an explicit error-budget gate (SR-ERR), (iv) summability targets suitable for Borel–Cantelli closure (SR-BC), and (v) a uniform tail exclusion interface (SR-UNIF). The document is deliberately regime-scoped and reason-coded, with earliest- failure ordering. It is designed to plug into SR-HOLE♯ and SR-11 terminal closure without introducing hidden dependencies or ambiguous “big-O” leakage.
