Abstract

The Sal-Meter Application Charter v1.0 defines a non-coercive, non-surveillance-based framework for observing post-experience state-transition dynamics across individual life, relationships, cultural content, substance interaction, social systems, and civilizational continuity. Operating as an applied observational interface within the Consciousness Civilization Framework (CCF), the Sal-Meter does not evaluate individuals, identities, behaviors, intentions, capacities, or performance. It does not generate scores, rankings, predictions, or automated decisions. Instead, the Sal-Meter provides descriptive visibility into what condition remains after experiences, interactions, or exposures, without moral judgment, normative evaluation, or enforcement. At relational and collective scales, the Sal-Meter references descriptive indices defined within the Conscious Field Energy Plus (CFE⁺) framework, including the Consciousness Resonance Index (CRI) and the Conscious Field Index (CFI). These indices are used strictly as non-normative observational descriptors and do not represent capacity, resilience, fitness, alignment, or value. This Charter explicitly prohibits identity tracking, surveillance, enforcement, punitive use, automated decision-making, profiling, or social scoring. Participation is voluntary, post-experience, non-binding, and reversible. The Sal-Meter functions as an informational measurement substrate beneath existing medical, legal, social, and governance systems, enabling transparency and stabilization without centralized control, ideological imposition, or governance replacement. External Lineage Anchors and Resolution Scope (Informational, Non-Derogable) ──────────────────────────────────────────────── This annex documents (but does not define) external discovery pathways and lineage resolution anchors for the Consciousness Civilization Framework (CCF) ecosystem. All references listed herein are strictly informational and SHALL NOT modify, reinterpret, extend, supersede, or override any non-derogable definitions, authorities, or constitutional structures established by this Standard. This annex exists solely to ensure long-term discoverability, resolution continuity, and external reference stability across evolving platforms, repositories, and archival systems. ──────────────────────────────────────────────── Applied & Modular Discovery Index Consciousness Civilization Framework (CCF) — Applied & Modular Stack https://osf.io/q9krm This index provides access to applied, modular, experimental, and domain-specific implementations that inherit from the canonical CCF architecture.
