Abstract

O estudo "Fundeb em Foco" foi conduzido pelo Grupo de Metodologia Ativa da EACH/USP com o objetivo de analisar a produção legislativa relacionada ao Fundo de Manutenção e Desenvolvimento da Educação Básica (Fundeb) no Congresso Nacional. A pesquisa, baseada em 197 proposições coletadas via Lei de Acesso à Informação, identificou que 95 dessas tratavam diretamente do Fundeb. A metodologia envolveu a criação de um banco de dados com variáveis analíticas para examinar o conteúdo dos projetos, diferenciando menções (citações descritivas) e proposições (alterações ou sugestões legislativas). O estudo destaca a predominância de proposições relacionadas à destinação de recursos, seguidas pela gestão e porcentagem dos recursos. Houve pouca atenção legislativa a temas como fonte de arrecadação, participação social e os conceitos de CAQ e CAQi. Os dados revelam desigualdades regionais e partidárias na elaboração de propostas e apontam a baixa incidência de proposições com foco em alternativas de financiamento. O relatório reforça a urgência de aprofundar o debate sobre o Fundeb, com destaque para a necessidade de fortalecimento da participação social, redistribuição de recursos e vínculo constitucional de receitas.

The "Fundeb em Foco" report was developed by the Active Methodology Group at EACH/USP to analyze legislative activity related to the Basic Education Maintenance and Development Fund (Fundeb) in the Brazilian National Congress. From 197 legislative proposals obtained via the Access to Information Law, 95 were found to directly address Fundeb. The study built a structured database using predefined analytical variables to distinguish between mentions (descriptive references) and propositions (proposed legislative changes). Results show a predominance of propositions concerning the allocation of resources, followed by issues of resource management and percentage allocation. Conversely, topics such as funding sources, social participation, and CAQ/CAQi quality metrics received limited attention. The analysis also highlights regional and partisan disparities in legislative engagement and reveals a general lack of proposals exploring new financing alternatives. The report underscores the need for broader, deeper discussions on the Fundeb’s renewal, emphasizing social participation, equitable redistribution, and the constitutional commitment of public funds to education.
