Caracterización de Áreas Metropolitanas Mexicanas a partir de Formas de Fragmentación Financiera

Abstract

El capítulo aborda la fragmentación financiera en las zonas metropolitanas mexicanas, destacando la ausencia de gobiernos metropolitanos y la prevalencia de un enfoque municipalista en los estudios urbanos. Esta condición ha dificultado la construcción de registros administrativos e información financiera y censal a escala metropolitana. El texto expone que la fragmentación político-administrativa en las metrópolis mexicanas se traduce en una desigual distribución de capacidades de autofinanciación entre municipios. Además, señala que las formas de fragmentación y las inequidades territoriales son diversas entre las 74 zonas metropolitanas reconocidas por el gobierno federal. El capítulo propone avanzar en la construcción de sistemas de datos metropolitanos que permitan caracterizar esta fragmentación financiera, utilizando información del año 2022 como punto de partida para identificar estrategias y oportunidades que faciliten estudios longitudinales en el futuro. El análisis se orienta a detectar posibles mecanismos de colaboración entre los distintos niveles de gobierno, tanto en términos horizontales (entre municipios) como verticales (entre órdenes de gobierno).
