Asequibilidad, vivienda adecuada y tenencia en alquiler en el área urbana de Bolivia

Abstract

A partir de la definición de asequibilidad dada por ONU HÁBITAT, en este artículo se analiza la relación entre dicha definición y otros componentes de la vivienda adecuada. Con este propósito, se operativiza ambas definiciones, asequibilidad y vivienda adecuada, a través de la construcción de dos indicadores. La información fue obtenida de la Encuesta de Hogares 2019 correspondiente a la población en situación de inquilinato. Esta investigación muestra que el 63.8% de los hogares que destinan menos del 30% de sus ingresos al pago de la vivienda de alquiler, habita una vivienda inadecuada y el 18.6% una vivienda inasequible. Se advierte, igualmente, que el 69.4% de los hogares debe elegir entre alquilar una vivienda adecuada, pero dejando de atender otros derechos básicos, o satisfacer tales derechos a riesgo de vivir en una vivienda inadecuada. Esta situación inclusive se torna mayormente trágica para un 26% de los hogares, que no tiene más elección que la de vivir en una vivienda inasequible e inadecuada. Asimismo, la información socio-económica de la población reveló que, en el área urbana de Bolivia, aún no se ha avanzado significativamente en términos educativos ni laborales.
