Accusations of coups d'état and assassinations by the government and the opposition, as well as bribery of parliamentarians, heated up the political climate. The relocation of the ACP summit from Lomé to Cotonou in June brought considerable foreign policy prestige at the expense of Togo's neighbours. Economic development was positive.
