Los pasivos ambientales de la industria petrolera: Un estudio preliminar

Abstract

Este estudio sobre los pasivos ambientales está enfocado a la industria petrolera, en los escenarios de la fuga del hidrocarburo que transportan los buques petroleros vía marítima y a las causas de los derrames y fugas en áreas terrestres. Las actividades de exploración y de extracción de petróleo en distintos estados de México los lleva a cabo Pemex, importante empresa paraestatal. A consecuencia de la extracción de este recurso energético, suelen ocurrir derrames que afectan distintas regiones agrícolas, ganaderas, humedales o manglares, principalmente en el sureste de México, en razón de su efecto son considerados como pasivos ambientales (PAM). En el periodo de 2000 a 2010, conforme a un reporte de la Profepa, se cuantificaron 1,499 derrames, así como la cantidad de 133 sitios contaminados entre los años de 2008 a 2021 en diez estados. Las causas de estos eventos se pueden atribuir al estado avanzado de corrosión, fallas de materiales, errores de operación y problemas de mantenimiento en la infraestructura. A pesar de las disposiciones normativas referentes a la actividad de la industria petrolera permanecen muchos sitios que no han sido remediados por la propia paraestatal.
