At present the environmental conditions have been lashed by different socioeconomic, cultural impacts and in certain political causes. The ecosystem at central Cuba, known as Escambray or Guamuhaya, in which coffee, livestock, and many other agricultural productions have traditionally been developed greatest results, received influences of modern approaches and models, crossed by urban and global culture, increasing its fragility. So the issues about government and sustainability are closed to these concepts too. From these points of view are built some reflections to explain the relationship between position of the government, decisions maker, and sustainability, taking into account the influences of the global process in human behaviours. It is concluded that the best intentions in actions are not enough, but it is necessary to be joint willingness in a real participatory system and coherent perspective.

في الوقت الحاضر، تعرضت الظروف البيئية لآثار اجتماعية واقتصادية وثقافية مختلفة ولأسباب سياسية معينة. تلقى النظام البيئي في وسط كوبا، المعروف باسم إسكامبري أو غواموهايا، حيث تم تطوير القهوة والماشية والعديد من المنتجات الزراعية الأخرى تقليديًا بأكبر النتائج، تأثيرات الأساليب والنماذج الحديثة، التي عبرتها الثقافة الحضرية والعالمية، مما زاد من هشاشتها. لذا فإن القضايا المتعلقة بالحكومة والاستدامة مغلقة أمام هذه المفاهيم أيضًا. من وجهات النظر هذه يتم بناء بعض التأملات لشرح العلاقة بين موقف الحكومة وصانع القرار والاستدامة، مع مراعاة تأثيرات العملية العالمية في السلوكيات البشرية. وخلص إلى أن أفضل النوايا في الأفعال لا تكفي، ولكن من الضروري أن تكون الإرادة المشتركة في نظام تشاركي حقيقي ومنظور متماسك.
