NEVLADNE ORGANIZACIJE NA PODROČJU KULTURE: RAZVOJ, POTENCIAL IN CIVILNI DIALOG

Abstract

V članku se osredinimo na položaj nevladnih organizacij na področju kulture v primerjalnem kontekstu z drugimi nevladnimi organizacijami v Sloveniji ter analiziramo njihovo sodelovanje z vladnimi oblastmi in političnimi akterji. Rezultati kažejo pomembno lokalno umeščenost nevladnih organizacij, hkrati pa relativno nizko stopnjo in neformalno obliko participacije, v nasprotju z idejo participativnega upravljanja. Razmerje med nevladnimi organizacijami v kulturi in državo lahko opredelimo kot model “ločene avtonomnosti”, za katero so značilne srednja stopnja javnega financiranja in srednja stopnja avtonomije nevladnih organizacij ter nizka stopnja civilnega dialoga.
