Abstract

Afet yönetiminin temel bileşenleri, afet öncesi afetlere yol açacak tehlikeleri bertaraf etme ve risk azaltma, afet öncesi hazırlık ve planlama ile afet sırasında afet yanıtı ve afet sonrasında iyileştirme veya rehabilitasyon süreçlerinden oluşan olay yönetim döngüsünden oluşmaktadır. Afet öncesi hazırlıklar ve risk azaltmaya yönelik programlar yapan ülkeler afetten en az can, mal ve ekonomik kaybı olan gelişmiş ülkelerdir. Afet sırası ve sonrası için yapılan hazırlık her zaman daha uzun, daha zor ve daha maliyetli olmakla birlikte, aynı zamanda daha fazla ölüm ve yaralanmaya neden olur. Gelişmiş ülkelerdeki afet yönetiminin temel bileşenleri; proaktif, risk temelli, kırılganlık ve kapasite temelli, toplumla beraber planlanan ve tüm afetleri kapsayan planlamaları içermektedir. Sosyal hizmet uzmanları afetzedeleri temel ihtiyaçlarını tespit etmek, planlamak ve karşılamak üzere afet yönetim sürecini her aşamasında görev almalıdır.
