GERENCIAMENTO DE RESULTADOS POR ACCRUALS DISCRICIONÁRIOS NOS ESTADOS BRASILEIROS

Abstract

Este artigo teve como objetivo identificar o comportamento dos accruals discricionários nos estados brasileiros e no Distrito Federal. Para isso, foi utilizado o modelo estatístico Jones Modificado e uma regressão de dados em painel para a operacionalização dos dados. Quanto ao período do estudo, foram considerados dez anos fiscais, iniciando em 2013 e findando em 2022. Para tanto, foram coletadas informações contábeis dos entes estaduais, tais como valores patrimoniais e financeiros. Como resultados, constatou-se que o gerenciamento de resultados nos entes estaduais é uma prática corriqueira e que as IPSAS, apesar da sua essência, não se mostra ser um fator inibidor da prática. Pode ser visto também que os gestores buscam gerenciar o resultado de forma positiva visando transmitir uma imagem de gestão eficiente. Há também o movimento de reversão dos accruals discricionários, ora sendo acumulados de forma positiva e ora sendo revertidos de forma negativa.
