Abstract

El término «grupos vulnerables» aparece cada vez con más frecuencia en declaraciones políticas, documentos oficiales y textos jurídicos y se presenta como un presupuesto de la acción legislativa. Sin embargo, no se ha efectuado de él todavía una conceptuación clara. El presente trabajo realiza un análisis de los diversos documentos internacionales, de la Unión Europea y del ordenamiento interno con el fin de aquilatar el contenido del concepto y determinar hasta qué punto está siendo asimilado por el ordenamiento jurídico y puede convertirse en instrumento de interpretación y aplicación de las normas. En él se pone de manifiesto que tal asimilación está teniendo efectivamente lugar y que tendrá mucho que decir en materias que interesan al Derecho del Trabajo y de la Seguridad Social. Por ello, se realiza también una valoración de las ventajas y desventajas de tal proceso y sus perspectivas de futuro.
