Abstract

Since October 2001, the University of Tennessee College of Social Work Office of Research and Public Service (UT SWORPS) has actively supported the impetus toward improving child care quality in the State of Tennessee. UT SWORPS has supported the program by providing training, quality assurance, software development, data management, program evaluation, research, consultation, help desk support, grant administration, and other technical assistance services for the Tennessee Department of Human Services (TDHS). UT SWORPS proposes to provide a continuation of the software development, data management, help desk support, training, and research activities in collaboration with CCDF partners and TDHS. UT SWORPS proposes continuation of services to update, host, and maintain database applications and web resources previously developed in support of this program. The Technical Assistance and Training Database (TAM) and our newest public facing application, TrainTN.org, will be updated, enhanced, and maintained to support TDHS Child Care and Development Fund (CCDF) partners’ needs and those of the Department. SWORPS team members will serve as part of TrainTN collaborative leadership with other CCDF partners, as well as provide input for system integration and governance for TDHS projects as requested by Department leadership. UT SWORPS will administer the Tennessee Professional Archive for Learning (TNPAL) after its transition to resources managed by the State of Tennessee and the University. SWORPS team members will assume development, support, administration, and maintenance of the system after that transition. TN Child Care Help Desk will continue in its third year, continuing to grow in service in response to the needs of child care educators across the state. UT SWORPS has provided service through multiple rounds of Stabilization Grant administration as well the current efforts underway for the Staff Retention Grant project and will continue to support these initiatives. UT SWORPS proposes continuation of research launched previously through the foundation of the TN Early Childhood Education and Care Research Consortium and will expand the advisory group work to include families and caregivers as well as providers. The team also proposes to continue survey research, market rate analysis, cost analysis, and other research topics.
