Planificación, paradigmas urbanísticos e imaginarios geográficos en territorios hidrosociales de una ciudad intermedia argentina

Abstract

En las últimas décadas, los territorios hidrosociales urbanos han adquirido una creciente visibilidad. Esto se debe, por un lado, a un mayor aumento en la frecuencia e intensidad de eventos hidrometeorológicos extremos asociados al cambio climático y, por el otro, a las desiguales repercusiones de estos fenómenos en tiempos de urbanismo neoliberal. El objetivo de este trabajo es identificar y describir los paradigmas urbanísticos que orientaron la planificación de los Territorios Hidrosociales Urbanos del arroyo Napostá Grande, en la ciudad de Bahía Blanca (provincia de Buenos Aires, Argentina), así como los imaginarios geográficos que han prevalecido en las prácticas, materiales y simbólicas, elaboradas sobre esos territorios en relación con la ocurrencia de inundaciones. Mediante un enfoque cualitativo, se consultan diferentes documentos de planificación urbana con el fin de identificar las diversas formas de imaginar y gestionar esos territorios. Se advierte que las concepciones enmarcadas en un discurso científico-técnico priorizan el ordenamiento moderno de esos territorios hidrosociales quedando, generalmente, excluidas las voces y saberes de otros actores sociales con intereses contrapuestos.
