Planificación urbana metropolitana y problemática ambiental en territorios hidrosociales.

Abstract

El objetivo del trabajo, de naturaleza exploratoria, es indagar la dimensión socioambiental como uno de los ejes constitutivos de la problemática urbana del Área Metropolitana de Rosario (AMR) afectada por la existencia de la infraestructura Hidrovía Paraguay-Paraná y cómo esta dimensión es abordada desde la planificación urbana a cargo del Ente de Coordinación Metropolitana (ECOM) y objeto de acciones de movimientos ambientalistas. La metodología es cualitativa basada en el análisis de fuentes documentales oficiales, entrevistas y observación de campo. La información analizada permite saber que entre los problemas se destacan: vulnerabilidad ambiental, deficiencias en la prestación de servicios, extensión desmedida y dispersa de la urbanización, desmoronamiento de barrancas, carencia de espacios públicos y ausencia de equipamientos, entre otros. Los instrumentos de planificación actuales los incorporan en forma muy general y se constata una carencia de acciones propositivas. Para su resolución se enfrentan dificultades por ausencia de soporte legal de la planificación metropolitana y estudios de impacto ambiental. En cuanto a la relación institucional entre organismos gubernamentales y movimientos sociales, esta es prácticamente inexistente.Temática que incorporamos en la agenda de investigación hacia el futuro.
