Estado y regulación en la vitivinicultura mendocina

Abstract

La crisis del modelo fordista en el circuito vitivinícola mendocino, en acople a la modificación del régimen de acumulación a nivel nacional, modificó drásticamente la forma de intervención del Estado en el circuito.En el presente artículo se analiza la transformación de la intervención del Estado como agente económico, tomando como casos de análisis a la empresa estatal provincial mendocina "Bodegas y Viñedos Giol" durante el modelo vitivinícola tradicional o fordista, y la Bodega municipal “Raíces de Junín”, surgida en 2018 en el este de Mendoza, durante el modelo posfordista. Los cambios en el modelo de acumulación y regulación del circuito impulsaron a los agentes económicos a desarrollar nuevas estrategias que permearon en forma diferencial en los diversos niveles institucionales. Del presente análisis, se desprende que los agentes más desfavorecidos en los distintos modelos de acumulación, necesitan del Estado como agente económico para torcer la inercia regulacionista cuando el modelo de acumulación no los favorece y no perder posiciones en la captación de excedentes. No obstante, recurren a diversos niveles institucionales, por la selectividad estratégica del Estado.
