Estados subnacionales en la emergencia

Abstract

Las políticas sociales formuladas por los Estados nacionales durante la pandemia por COVID-19 tomaron protagonismo como objeto de numerosos estudios en América Latina. Nuestra pesquisa busca aportar a este campo a partir del análisis de las políticas asistenciales implementadas por los Estados subnacionales. Específicamente, a partir de una estrategia metodológica mixta —que combinó un relevo de corte cuantitativo con técnicas de investigación cualitativa— y desde una perspectiva teórica posicionada en los estudios del Estado, las políticas públicas y las capacidades estatales, el objetivo de este trabajo es indicar las intervenciones realizadas por las gestiones subnacionales (La Pampa y dos municipios) y analizar la valoración por parte de los elencos gobernantes de los recursos y herramientas puestas en juego en el proceso de formulación de políticas de asistencia en el contexto de la pandemia por COVID-19. Como resultado, se analizan las particularidades que presentó el caso pampeano en términos de la reacción, priorización y respuestas estatales a las demandas que realizaron distintos sectores de la sociedad como consecuencia de las medidas de aislamiento.
